The Role
The position is a senior position within the Finance function reporting to the Director of Finance in the relevant Local Authority. The successful candidate will be responsible for modernising and managing change in the Finance function with a focus on designing, implementing and maintaining a robust Tax compliance framework that meets all relevant Revenue rules and aligns with applicable governance standards. They will be responsible for the introduction of new initiatives, policies and procedures and working with multidisciplinary teams. The successful candidate will work in a dynamic and progressive local authority, which provides a multiplicity of services to South Dublin County.
The post is wholetime, temporary and pensionable. The contract is for a fixed term of three years.
A panel will be formed to fill temporary positions.
Persons employed will be required to work in any location within the South Dublin administrative area.
Salary
€80,967 - €81,689 - €84,866 - €88,063 - €91,266 - €94,435 - €97,624 - €101,240 (LSI 1) - €107,004 (LSI 2).
Hours of Work
The successful candidates’ normal hours of work will be 35 hours per week. SDCC reserves the right to alter your hours of work from time to time.
Annual Leave
Annual leave entitlement for this position is 30 days.

Health
Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Essential Education, Training and Experience
Each candidate must, on the latest date for receipt of completed application forms:
- Possess a professional accountancy qualification and be a member of a recognised body of accountants, and
- Have satisfactory experience of accountancy work, including management accounting and/or financial accounting, and
- Be experienced in the management of staff, and
- Possess a knowledge of public sector finance.
Desirable Education, Training and Experience
- Be a qualified member of a recognised body of accountants, and
- A minimum of five years experience working in Irish taxation including but not limited to employment tax RCT, PWST, VAT, BIK etc.., and
- Have satisfactory experience of accountancy work, including management accounting and/or financial accounting

Duties
The Financial Management Accountant will be responsible for the following:
- Ensuring best practice in Tax Compliance and Risk Management
- Designing, implementing and maintaining a robust Tax compliance framework that meets all relevant Revenue rules
- Responsibility for delivering the management accounting and /or financial accounting functions in the assigned portfolio which includes such functions as the preparation and oversight of statutory accounts and revenue / capital budgets; financial reporting; purchase to pay; debtor management; tax compliance etc.
- Leading an accountancy team and the provision of professional financial advice and support to non-finance managers and the executive team of the Department;
- Ensuring the development, training and education of all staff in the finance and tax function to ensure the highest standards of proficiency;
- Monitoring and implementing / improving internal controls and checks to ensure financial compliance;
- Ensuring the adequacy of departmental financial systems and supporting the implementation of changes and structures as required;
- Liaising with internal and external auditors;
- Supporting the functions of Strategic Policy Committees, elected members and a range of stakeholders;
- Supporting the delivery of value for money;
- Such other duties as may be assigned from time to time
