There are few certainties in today’s world, but here are two: Ireland’s population is ageing, and climate change is accelerating. These were among the challenges considered in the Report of the Commission on Taxation and Welfare which was published five months ago.


A comprehensive body of work running to more than 500 pages and containing 116 recommendations, the Report’s proposal to increase capital taxes created political controversy. Since then, discussion of the Report has been relatively low key. But the challenges that informed the Commission’s work are pressing, and the options its Report offers to this and future governments deserve close examination and debate.

Michael McGrath TD, Minister for Finance

Michael McGrath TD

Minister for Finance

Michael McGrath was appointed Minister for Finance last December. He had previously served as Minister for Public Expenditure ad Reform.

He was first elected to the Dáil in 2007 and has been re-elected as a TD for Cork South Central in every subsequent election.

He graduated with a Degree in Commerce from UCC and qualified as a Chartered Accountant with KPMG. Before going into politics full time, Michael held senior positions in both the private sector and public sector. He has also undertaken studies with the London School of Economics and Political Science.
Colm Browne, Institute President

Colm Browne

President, Irish Tax Institute

Colm Browne is a Tax director with PwC where he trained as an accountant and tax adviser. He left PwC as a Tax manager to move back home to the mid-west where he worked with BDO and later OBI, where is was a Tax Partner.

In 2018, he moved back to PwC taking up the role Tax Director in their Limerick office. He also heads up a centralised corporation tax compliance function for PwC in Kilkenny.

Colm was elected to the Council of the Institute in 2014. He is the 47th President of the Tax Institute.
Muireann Lynch, ESRI

Muireann Lynch

Senior Research Officer, ESRI

Muireann is a Senior Research Officer in the Economic Analysis division of the Economic and Social Research Institute.

She holds a degree in Mathematics and Economics from Trinity College Dublin and a PhD from the School of Electronic and Electrical Engineering in UCD.

Muireann’s research interests include electricity market regulation, power system economics, carbon taxation and sustainable energy adaptation.

Her research is funded by the Energy Policy Research Centre, the Sustainable Energy Authority of Ireland, the Gas Innovation Fund and Science Foundation Ireland.
Austin Hughes, Economist

Austin Hughes

Economist


Austin is a free-lance economist. Until last June, he had worked as Chief Economist with KBC where he produced the bank’s well known and highly regarded quarterly Consumer Confidence Survey.

He had previously worked in the Department of Finance, the Central Bank and Bord Fáilte. He now produces a Consumer Sentiment Survey for the Irish League of Credit Unions.

Austin’s expertise in is Irish and European economies and he is a regular contributor in the media on economic and financial topics.
Donal de Buitleir

Donal de Buitléir



Donal served as secretary to the Commission on Taxation 1980-85. He was a Board Member of the Health Services Executive 2005-09 and more recently, he chaired the Low Pay Commission from 2015-21.

He has led or participated in a diverse range of Government reviews including, local government reform, integration of tax and welfare, business regulation, health funding and higher education. He has worked in the Department of Finance, the Revenue Commissioner and AIB Group. Donal is a Fellow of the Irish Tax Institute and an Eisenhower Fellow.
Marie Bradley, Bradley Tax Consulting

Marie Bradley

Managing Director, Bradley Tax Consulting

Marie Bradley is Managing Director of Bradley Tax Consulting. She has broad experience in advising personal and corporate clients having trained and worked in small and medium sized practices prior to spending over eight years working in the taxation departments of Big 4 firms.

Marie is a Fellow and past president of the Irish Taxation Institute. She is a regular speaker at seminars on tax matters and was a member of the Commission on Taxation and Welfare.
Raymond Donegan, IBI

Raymond Donegan

Managing Director and Head of Family Business, IBI Corporate Finance

Raymond joined IBI in 2000 and became a director in 2014. He specialises in advising private and family-owned businesses across a range of transactions including business sales, acquisitions, MBOs, mergers and fundraisings.

Raymond graduated from the Dublin Institute of Technology in 1992 and achieved an MBS from University College Dublin in 1994.
John McGrane, FBN Ireland

John is Executive Director of Family Business Network Ireland and Director General of the British Irish Chamber of Commerce.

His career has spanned substantial initiatives in the enterprise and corporate sectors, both indigenous and foreign direct investment. He is a retired financial services professional having completed a 40-year career.
