The new tax appeals system came in to effect on 21 March 2016, introducing a number of fundamental changes to the appeal process itself and the replacement of the Office of the Appeals Commissioners by the Tax Appeals Commission (“TAC”).

Ensuring you understand the key changes in the appeals process is critical for tax advisers, and this seminar, led by a panel of leading experts in this area, will guide you through the new appeals system.

The new provisions are brought to life in a ’mock appeal’ scenario, involving ‘witnesses’, ‘TAC’ and ‘opposing counsel’.


Dearbhla Cunningham, BL, is a practicing barrister specialising in tax and probate litigation. She is a member of the Society of Trust and Estate Practitioners, a Chartered Tax Adviser (CTA) and a Chartered Accountant. Prior to taking up practice at the bar, Dearbhla was a senior tax manager with PwC. Dearbhla has presented seminars and published extensively in this area.

Gráinne Duggan
 is a Barrister specialising in tax law. Gráinne provides legal, advisory and advocacy services to a wide variety of clients including tax advisers, accountants and solicitors. She frequently litigates tax appeals before the Tax Appeals Commission. Gráinne is a Chartered Tax Adviser (CTA) and a member of the Society of Trust and Estate Practitioners (STEP). She is a contributor to the Irish Tax Review and has previously lectured on the Institute’s CTA programme. Gráinne has also lectured Revenue Law in University College Dublin and NUI Maynooth and has lectured on the Law Society’s STEP diploma.

Frank Mitchell
 is a Barrister and a Chartered Tax Adviser (CTA). He is a tenant of Monckton Chambers in London and has been involved in tax cases before the Courts in Ireland, the UK and Luxembourg. He is a member of both the European Commission’s VAT Expert Group and the Confédération Fiscale Européenne (CFE). He is also a Council Member of the Irish Tax Institute.
